University of Bechar wins the First Prize

Algiers International fair ‘Fia 2023’- The minister of higher education and scientific research, Mr. Kamel Baddari supervised with the minister of knowledge economy, start-ups and micro-enterprises, Mr. Yacine El-Mahdi Oualid, the awards ceremony for the winning teams of the Engineering and Innovation Challenge, at Algeria Venture’s pavilion, which was organized by the public accelerator of start-ups, Algeria Venture.

The challenge saw the participation of 12 national universities, and 74 students, among which were, University of Mohammed Tahri of the Wilaya of Bechar, which won the first prize, the University of Constantine, which was awarded the second prize, and University of Algiers, which received third prize.
The team of University of Bechar included students from Faculty of Technology and Exact Science who invented a smart robot for the diagnosis of crops diseases. As for the second team, which came from University of Constantine, it was composed of students from Faculty of Electro -Mechanic and Computer Science, who were able to invent a robot for stocks managements. The third team included students from the National Polytechnic School in El-Harrach, and faculties of University of Algiers1, which are Mechanic and Computer Science Faculties. As for the invention of the Third team, it was a drone powered by Artificial Intelligence.
In a press statement, Mr. Baddari stated that such scientific challenges would enable students to test their potential, refine their talents, and prove their brilliance.
For his part, Mr. El-Mahdi Oualid, congratulated the winners and the competitors, as he affirmed that ‘this competition permitted the discovery of talents in different fields across university students and national schools’.

Sunday, June 25, 2023- The minister of higher education and scientific research, Mr. Kamel Baddari, and the minister of knowledge economy, start-ups and micro-enterprises, Mr. Yacine El-Mahdi Oualid, oversaw the signing ceremony of an understanding memorandum  between the Higher School of Commercial Studies ‘EHEC’, and the Algerian Start-ups Fund ‘ASF’-at the Public Accelerator of Startups in ‘Algeria Venture’. The memorandum aims for the establishment of a national institute for innovation management, to serve as a branch for the school, with the objective of supporting enterprises and start-ups -wishing to improve their innovation potential.

The memorandum states, ‘ the establishment of an institute for innovation management’, in the aim for offering consultation services and support for enterprises and institutions welling to improve their innovation. The services include strategic consultations, innovation evaluations, trainings, and collaboration in order to achieve innovative projects.

In his speech, Mr. Baddari stated that ‘ this institute is considered an important gain to both ministries in the regard of opening Algerian universities towards their economic and social environment’.

Mr. El-Mahdi Oualid, for his part, considered this institute as a supplementary procedure and an important addition to the ecosystem of start-ups in Algeria.

June 24, 2023- The minister of higher education and scientific research Mr. Kamel Baddari oversaw the launch of 11 new digital platforms, at the auditorium of the ministry of higher education and scientific research, hereby, the sector of higher education and scientific research will have finished the launch of the digital platforms -which are in total 46 platforms- in different activities of education, research and services.
Mr. Baddari mentioned that this step comes within the framework of the master plan for the digitalization ofthe sector of higher education and scientific research, as being the backbone for the sector’s efficiency.He added that the digitalization would give more control to the activities of education, research and services. He also noted that a significant progress has been achieved in the master plan of the sector -which consist in 12 challenges and 7 strategic programs, thus, the development of the digital platforms has reached a completion percentage of 80%.MinisterBaddarihad pointed out that the development ofthe platforms will remain in progress whenever required.

Thursday, June 22, 2023- The minister of higher education and scientific research, Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro- enterprises, Mr. Yacine El-Mahdi Oualid to oversee the inauguration of a forum entitled  micro enterprises: towards a sustainable economic model.

Mr. Baddari mentioned during his speech that the three most important measures -which characterized the collaboration of the sectors of higher education and scientific research, and knowledge economy- aim for converting entrepreneurship houses, which are in total 100 houses across different universities, into centers for developing entrepreneurship, and manage these centers commonly by both ministries. In addition to another measure related to the application of the new law of entrepreneur- students, which will enable them to avail from several advantages.
Minister Baddari also added that these measures would absorb the batches of university graduates who are annually enrolling in the recruitment registers, through launching startups and micro-enterprises. He has furthermore stated that this year, 10 thousands projects will receive an intensive formation during a period of 15 days, at the centers of entrepreneurship development, with the aim of establishing micro-enterprises or start-ups, and receive funding from the national agency for entrepreneurship support and development.

For his part, the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El-Mahdi Oualid affirmed that his sector has set the goal of creating 100.000 job opportunities within the two upcoming years, in keeping with the number of micro-enterprises expected to be established by university students -in particular.
In order to achieve this objective, both ministries are working in collaboration to accompany university students holding projects in providing intensive formation in entrepreneurship and funding for this purpose.

Monday, June 22, 2023 – The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid, to supervise the inauguration ceremony of the Scientific Council’s members, at the Higher National School of Artificial Intelligence in Sidi Abdallah.
Minister Baddari stated that ‘the development of the use of artificial intelligence -especially in the sectors of education, industry and economy, has become necessary in order to scale-up the level of A.I. and keep it up with the ongoing developments, in light of the dynamism that Algeria is witnessing nowadays particularly. Noting in this regard- to the several institutions allocated for the formation of students in the field of A.I., such as the Higher School of Artificial Intelligence and the Higher School of Mathematics, in addition to more than 50 university institutions, 20 research laboratories in artificial intelligence, and other 30 laboratories in Mathematics.
For his part, the minister of knowledge economy, start-ups and micro-enterprises, Mr. El-Mahdi Oualid, mentioned that’ the Scientific Council translates the attention span of the Republic of Algeria in the field of artificial intelligence, as well as, the concern of the Republic in deploying A.I.; in view of the magnitude of changes induced by the uses of A.I., particularly ,in labor-markets and economic sectors’; which thereby requires reconsidering formation programs, and update them with the ongoing developments.


It is worth noting that the Scientific Council of A.I. is an advisory body of a scientific nature, which carries out several functions, such as diagnosing human potential in A.I, proposing formation programs, and monitoring international collaboration opportunities in A.I., with the assistance of Algerian competencies inside and outside Algeria.

Tuesday, June 6, 2023 – The minister of higher education and scientific reseach, Mr. KamelBaddari was accompanied by the minister of knowledge economy, start-ups and mircro-enterprises, Mr. Yacine Mahdi Oualid, on a working visit to the university of SaadDahlab in the Wilaya of Blida.
The ministerial delegation oversaw the inauguration of several new scientific spaces, such asthe house of artificial intelligence, and thetechnology and innovation center, as they inspected several pedagogical and scientific facilities. Both ministers also inaugurated the technological platform for airframes, which is the first of its kind at the national level. The platform includes a laboratory for telecommunications, and another one for airplanes systems, as well as a laboratory for drones. After that,the delegation attended, on the occasion, a live show of two prototypes drones made by the university students.
In a press statement- MinisterBaddari stated, on the sideline of the visit, that university students are now more interested in the world of entrepreneurship following their graduation; which will contribute to the creation of richness. He also praised the university students’ interest in entrepreneurship and their will to implement their own innovative projects, through establishing micro-enterprises and start-ups, which will contribute to the creation of job opportunities at local and national levels. He moreover noted that the University of SaadDahleb has about 102 innovative projects, which can become micro-enterprises or start-ups.
For his part, the minister of knowledge economy, start-ups, and micro-enterprises, Mr. Mahdi Oualid, talked about the efforts made for spreading the spirit of entrepreneurship amidst universities, and encouraging students to create their own institutions, particularly, innovative projects.Especially that many ideas and researches developed by university students, can be transformed into start-ups or micro- enterprises; which indicates more approaching toward the world of economy. Mr. Yacine affirmed that his ministry is working on accompanying the development witnessed amid universities, as it is also supporting projects holders, through providing the funding or supervision needed for the establishment of enterprises.

The minister of higher education and scientific research Mr. KamelBaddari paid on Sunday, June 4, 2023 a working visit to the Wilaya of Tissemssilt to inspect a number of scientific and pedagogical projects.
The minister first headed to the national park of Theniet El-Had to attend an exhibition for projects developed in modern techniques by start-ups, allocated for exploiting natural plants in the industry of medicines and natural oils, and other projects for the same purpose developed by the local people who had extracted oils and medicines from local herbs in traditional techniques.
After that, Mr. Baddari was accompanied by the local authorities to visit the University of Tissemssilt in order to look over a sample of the students’ projects who are working on the establishment of start-ups. Mr. Baddaripraised, on the occasion, the achievements of the students and considered them as innovations, which can represent an addition to the local and national economy, andthereby create richness.
In addition to that, Minister Baddari announced -during a meeting with students and instructors at the lectures hall of the university- that a digital network will be developed within next October encompassing 400 medical and aromatic plants located in the Wilaya. The network will be developed by a group of academics and technicians in coordination with local residents who resorted to use their local plantsin traditional techniques in order to valorize and transform them into medical and economic resource.Furthermore, Mr. Baddari gave the start signal to launch the activity of a thematic research network on the part of two parties, whose missionis to develop laboratory research- which are the national agency of health and life sciences and economic operators in the sector of medical herbs and natural oils.

On the same occasion, Mr. Baddarisupervised the signing of a framework agreement ceremony dedicated for the creation of another thematic network which will encompass eight university institutions studying medical herbs, as well as aromatic and medical oils. These institutions are,the universities of Saida, Ghilizen, Mascara, Tiaret, Tissemssilt, Djelfa, KhemisMiliana, and the higher national school of agriculture.

Saturday, June 1, 2023-  The minister of higher education and scientific research, Mr. Kamel Baddari was accompanied by the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid, on a working visit to the Wilaya of Sidi Bel Abbas to inspect a number of scientific and technological facilities in the University of Djilali El Yabes.

The visit began at the faculty of science and technology, where both ministers attended a presentation on the digital platforms of the university, and another presentation on a project for a subsidiary institution related to designing and manufacturing educational and pedagogical tools allocated for the sector of higher education and scientific research, as well as educational affairs. The delegation also attended a presentation on projects of three start-ups, in addition to another one about the production of Ozonated Water and harmful pest control, in addition to a presentation on ‘Apelak’, which is a project developed by a research laboratory affiliated to the faculty of electric architecture. Both ministers also looked over in- progress-projects of the technological platform and headed after that to the university incubator to get introduced to the technical card of the incubator, and then visited the entrepreneurship house, as well as, the artificial intelligence house.

The ministerial delegation, moreover, attended another presentation on the innovative projects of start-ups holders, as they visited the pedagogical support center and the intensive language-learning center.

In a press statement, the minister of higher education and scientific research stated that the University of Djilali El Yabes has witnessed a remarkable success in the field of innovative projects and scientific research, as well as technology development; as a result, more than 50% of graduates will be able to transform their projects and innovative ideas into start-ups or micro-enterprises. In addition to that, Mr. Baddari stressed the importance of intensifying the efforts made by the university actors, aiming at further approach toward the economic world and more response to the requirements of projects holders, in order to implement their ideas and innovative projects.

For his part, the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El Mahdi Oualid affirmed that the University of Djilali El-Yabes in Sidi Bel Abbas was among the first to develop innovative projects and scientific researches, at the national and international level, which would encourage the sustainability of efforts and strengthen the position of the University. Mr. Oualid also stressed the importance of boosting the actors’ efforts, for further approach toward the economic environment and more response to all the requirements of innovative projects holders.

The visit was concluded at the level of the University presidency with a meeting attended by the university family members.

On Thursday, June 1, 2023, the minister of higher education and scientific research, Mr. Kamel Baddari, and the minister of knowledge economy, startups and micro-enterprises, Mr. Yacine El Mahdi Oualid, paid a work and inspection visit to the Wilaya of Tizi Ouzo.
Minister Baddari started the visit with an inspection to several facilities of the sector of higher education, such as, the great university pole, located in Tamda, Ouaguenoun, which has 25.000 pedagogical chairs, 15.000 among which are already in operation, while 10.000 of them are still in progress. In addition to 12 students residences encompassing 22.000 beds, 8 among which, include 14.000 beds, whereas four of them are still in progress and will encompass 8.000 beds.
During a visit to a space for stat-ups, the ministerial delegation urged students with innovative ideas to implement their projects, as they affirmed the State support and accompaniment for them. In addition to that, mr. Baddari asserted that the modernization of the sector of higher education necessities the development of start-ups, which are rich source for job opportunities and richness. He also called for transforming innovative ideas into economic and commercial model, which would contribute to the provision of job opportunities and richness, locally and nationally.

For his side, the minister of knowledge economy, start-ups and micro-enterprises Mr. Yacine El-Mahdi Oualid reiterated the will of public authorities in the embodiment of the theme ‘young people have the ideas’. As he also encouraged young people to realize their ideas and projects through creating institutions and start-ups. Reminding, on the occasion, of the availability of a supporting and accompanying fund, which provides funding, and formation to this end.
Moreover, both ministers noted -during a meeting with students with innovative projects, that the spirit of innovation is present in all the important sectors and projects holding importance to the national economy, adding that technology is well mastered by the students, who are also embarking on entrepreneurship and institutions creations.
It is worth noting that the University of Mouloud Mammeri has yet reached more than 85 promising projects for start-ups, 10 among which have obtained innovation certificates, while other requests have been submitted for obtaining such certificates.
