Convention between the Ministry of Higher Education and Scientific Research and the Ministry of digitization and statistics

At the ministry of higher education and scientific research, the minister of higher education and scientific research Mr. Kamel Baddari and the minister of digitization and statistics, Mrs. Meriem Ben Miloud, supervised the signing ceremony of a convention between both ministries relating to the fields of formation, technological development, scientific research and research results valorization.
In a press statement, minister Baddari affirmed that the convention is with regard to two fundamental parts; the first one is about formation in statistics and digitization, while the second part is about accompanying the ministry of digitization and statistics in achieving its strategies regarding digitalization of various ministerial sectors.
Furthermore, this convention will place human potential at the disposal of the ministry of digitization and statistics to provide solutions for the challenges facing this strategy. Mr. Baddari noted that the sector of higher education and scientific research had completed the process of digitalizing all the activities relating to governance, formation, and higher education and scientific research thanks to an integrated-information system in various digital platforms.The minister also added that, the formation system of the higher education ,encompasses files of one million and 700.000 students, and 64000 instructors, in addition to more than 100.000 employees and workers in different activities, and this would renderthe sector of higher education and scientific research an electronic sectorpar excellence.
Minister Ben Miloud, for her part, affirmed that this convention aims at setting frameworks for cooperation between both sectors in the fields of formation and technological development, in order to strengthen human resources, which is the fundamental basis for the development of digital infrastructures, in addition to enhancing university role in setting up a national system for statistics.

Algiers- At the  Advanced Technology Development Centre in Baba Hassen, the minister of higher education and scientific research Mr. Kamel Baddari inaugurated the celebration ceremony of the World Knowledge Day under the theme ‘Artificial Intelligence in Community Service’, which was attended by the minister of national education, the minister of solidarity, family and women’s affairs, as well as the minister of knowledge economy, startups and micro-enterprises, and the presidential adviser for national education affairs and higher education.

The ceremony witnessed an exhibition for scientific research products related to artificial intelligence, and a competition on smart toys for children, in addition to honouring high achieving national and international researchers, besides patents-leading university institutions, and innovative students in mental arithmetic.

 

Mr. Baddari stressed the importance of the sector of higher education and scientific research in the artificial intelligence, which aims to boost the establishment of institutions, which will create richness and sustainable development; as he underlined the need for determining the fields of artificial intelligence for students, in order to form innovative ones mastering calculation and communication. Besides that, minister Baddari announced the launch of the University Week for artificial intelligence, which is one of the aims and objectives set by the ministry of higher education and scientific research.

The minister of knowledge economy, startups and micro-enterprises, for his part, said that this scientific event which was organized by the ministry of higher education and scientific research is a chance to look over the achievements and efforts made by the sector to keep up with the international developments in technology, especially in artificial intelligence.

On the other hand, the minister of national solidarity, family and women’s affairs affirmed that her sector attaches great importance to the programs promoting to innovations and talents identification, and development of intellectual abilities, which would form a generation able to keep up with technological development.

Study Day on Drones

On Thursday, April 13, 2023, the minister of higher education and scientific research, Mr. Kamel Baddari and the minister of knowledge economy, startups and micro-enterprises Mr. Yacine El-Mahdi Oualid, inaugurated a Study Day on drones, entitled (applications and prospects of drones), attended by high ranked officials from the ministry of national defence, the ministry of post and telecommunication and ministry of agriculture and rural development, in addition to a number of public institutions directors.
This event comes in the context of the dynamic technological change in the field of drones uses and applications, as being a part of different surveillance activities, besides instant and precised detection.
The minister of knowledge economy, startups and micro-enterprises Mr. Yacine El-Mahdi Oualid, affirmed that Algeria has a significant potential to develop models of drones for various sectors, such as, agriculture and natural disasters management, which qualifies her to shift from research stage towards production and marketing.
The Study Day on drones aims to study the prospects and tangible projects available for startups and business owners, in addition to scientific, practical and economic mastering of technology. As it offers opportunities to private and public institutions and economic operators, and introduce them to the capacities provided by these technology technics, which aim to suggest solutions to their challenges and improve their performance.
Mr. Baddari revealed that the sector of higher education will start the preparation of a term-sheet for the establishment of a higher school for autonomous systems which will include drones technology. The minister expressed admiration for the impressive innovations developed by students and researchers in this regard, affirming that his ministry and the ministry of knowledge economy, startups and micro-enterprises will be working on the establishment of economic enterprises in this field, in partnership between research centres in autonomous systems and financial centres, which will create manufactured and marketable prototypes.
The minister of knowledge economy, startups and micro-enterprises, for his part, stated that Algeria has great potential in the field of drones’ technology, adding that prototypes of drones had been developed by many innovative students and startups. Noting that the sector of drones has a promising future in various fields of life, including agriculture, natural disasters management, mines and national defence, and other fields, which needs more efforts and attention by public authorities in order to shift from research and development towards production and marketing.
Furthermore, Mr. Oualid stated that this Study Day aims to unveil the capacities and the skills of students, and help them to establish their projects whether through material assistance or introducing them to the structures of the sector. Reminding that, many regulatory texts relating to the sector of drones have been issued in recent years. On the same occasion, a number of drones prototypes which had been developed by Algerian students and startups, were portrayed during this event.

Minister Baddari Visits the Higher School of Food Science and Agri-food Industry and the Higher National School for Agricultural Sciences

On Monday, April 10, 2023, the minister of higher education and scientific research paid a visit to a group of digital platforms and spaces dedicated to startups at the higher school of food science and agri-food industry. After that the minister visited an exhibition portrayed innovative projects developed by the school students, and headed then to the sub-constitutions of researches in food sciences. During the visit, Mr. Baddari called the students to work on transforming their projects into tangible reality through the mechanism of projects support which is under micro-enterprises and startups.

The ministerial delegation then headed to the higher national school for agricultural sciences to inspect various departments of the school. The minister later inaugurated a space dedicated to startups. On the same occasion, Mr. Baddari laid the foundation stone for a project dedicated to business incubators, as he then visited the digital library which is the unique for its kind nationally, for having digital imaging of its documents via 3D printing technology. In the same context, minister Baddari urged the school officials and students to make more efforts to preserve botanic wealth.

In a press statement, Mr.Baddari affirmed that the Algerian university is a space for developing innovative ideas that can be implemented in practice, and therefore create wealth and achieve food security. On the same occasion, he stated that innovative ideas would benefit their owners and the national economy, only if they were transformed into productive reviving projects to the national industry and provide foreign currency.

The minister added that adapting entrepreneurship spirit needs some mechanisms that enable innovative graduates to create wealth and give an added value to the national economy, especially in the sector of food security and self-sufficiency in grains production. And this is what the ministry of knowledge economy is providing to accompany innovative students whether in exploiting their research results or financing their institutions.

In the same context, Mr. Baddari said that next July will be the time for portraying digital platforms related to some research activities on different species of plants, at the aim of planting them in the areas affected by wildfires in recent years.

Participation of Ministre Baddari in The National Forum of National Integration at the Core of SONELGAZ Strategy

On Tuesday, April 4, 2023, the ministre of higher education and scientific research Mr. Kamel Baddari and a number of government members, participated in the national forum of national integration at the core of SONELGAZ strategy, which was organized by the complex of SONELGAZ at El Aurassi hotel in Algiers. During his participation, Mr. Baddari stated that two models will be presented to the complex in the next few weeks under the convention signed in 2022; related to carbon monoxide detector and lithium battery for solar storage.
Mr. Baddari proposed building a cooperative partnership between the sector of higher education with all its structures and SONELGAZ, in the aim of modelling, manufacturing and marketing products abroad, in order to improve the national trade balance. Adding that the ministry is harnessing its centres and research laboratories to the needs of the complex, in order to achieve and develop national integration.
The ministre of energy and mines Mr. Mohamed Arkab, for his part, affirmed that the national integration of manufacturing equipment and spare parts needed for the sector activities represents an important role to the developing planning in the sector, through the achievement of industrial projects in partnership with foreigners and encouragement of handling activities.
On the other hand, the ministre of knowledge economy, startups and micro-enterprises, Mr. Yacine El Mahdi Oualid, revealed the launch of future cooperation projects with SONELGAZ related to smart meters and networks, which requires radical change in the infrastructure and reliance on modern technologies to achieve the modernization of energy resources.
The ministre of environment and renewable energies, Mrs. Faiza Dahleb stated that the complex of SONELGAZ will be the primary partner in the accompaniment of projects related to localized regulation, recycling and recovery of waste, in order to insure the achievement of environmental and technical standards in respect for applicable laws.
As for the ministre of vocational education and training professionals, Mr. Yassine Merabi, he said that his ministry is paying attention to energy sector, as it has a division related to electronics and electricity included among 23 divisions, and composed of 40 specialities, related to renewable energies.
In Algeria, The complex of SONELGAZ is considered to be a tool for developing handling activities and elevating the rate of national integration in different sectors, particularly, through several conventions signed with various ministries and bodies, at the aim of strengthening the policy of national integration.

Inspection Visit to Research Centres in Bousmail

On Monday, April 3, 2023,The minister of higher education and scientific research Mr. Kamel Baddari was accompanied by the minister of knowledge economy, startups and micro-entrerprises, Mr. Yacine El-Mehdi Oualid, for an inspection visit to the industrial technology centre, and to the centre for scientific and technical research of physicochemical analysis in Bousmail at the wilaya of Tipaza
Both ministers attended the inauguration of a business incubator at the industrial technology centre, as they oversaw a number of scientific research laboratories at the centre for scientific and technical research of physicochemical analysis. The delegation then inspected a group of startups recently created in materials science, technology and nutrition sciences.
On the same occasion, the ministerial delegation gave the official launch signal for a sub-constitution related to marketing chemical materials for the sector of higher education and scientific research.
In a press statement, Mr. Baddari affirmed that the sector is seeking to value the results of scientific research in a tangible and functional way, and make innovation an incentive for industrial revamping, citing the three models of drones which had been developed at the industrial technology centre of Bousmail.
Mr. Baddari stated that Algerian potential has control over industrial technologies by up to 60 percent, as it has possibility to create optimized final models for products that can be marketable and exported abroad.
The development of three models of drones had been developed by a research group at the industrial technology research centre, under the cooperation convention with the general directorate of civil protection, the general directorate of forestry and the ministry of agriculture, while patents in this regard are currently being developed in recognition of the research results.
In the same context, preliminary experiments had been carried out successfully on three models of drones which are, fixed wings drones, vertical drones and hybrid drones; while development of a fourth drone model is currently carried out, related to industrial facilities control, according to explanations presented to the ministerial delegation.
Mr. Yacine El-Mahdi Oualid, for his part, stressed the strategic importance of airborne systems, including drone industry technologies. Calling for the need to work on valuating the results of scientific research and take them from manufacturing laboratories to industrialization. The minister added that there is a high control over drone industry technology which must be taken into consideration, noting that researchers in the industrial sector have the possibility to launch startups, such as business incubators.
