Mr. Kamel Baddari launches the second registration session for the “Study in Algeria” program

The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presided today, February 15, 2026, at the Faculty of Information and Communication Sciences of the University “Ibrahim Sultan Cheibout” Algiers 3, over the official launch of the digital platform dedicated to international students for registration within the framework of the “Study in Algeria” program.

The ceremony was held in the presence of the representative of the Minister of Foreign Affairs, as well as representatives of the international students enrolled in the first edition.

In a speech delivered on this occasion, the Minister welcomed the international students and indicated that this meeting aimed to assess a new formula for hosting foreign students outside the scholarship scheme, based on a contractual arrangement at competitive rates. This formula has generated financial revenues for Algeria.

He also specified that this approach is part of a new governance framework aimed at improving university performance and diversifying its sources of funding, through contracts binding institutions and students and clearly and efficiently defining the mutual commitments of both parties. He emphasized that the first session made it possible to host approximately 415 students from Africa, Europe, and Asia.

He concluded his speech by stating:

“We are at your service and at the service of knowledge and learning. Long live friendship between peoples, and long live international students.”

For his part, the representative of the Ministry of Foreign Affairs, Mr. Saâdallah Kehhal, affirmed that his department is committed to supporting all state institutions in their efforts and to accompanying the Ministry of Higher Education and Scientific Research in implementing this important program, which complements the scholarship program intended for international students, particularly African and Arab students.

He added that this program is a positive initiative, providing added value not only in terms of education and training, but also diplomatically. Administrative procedures related to facilitating the issuance of visas and other formalities fall within their usual responsibilities; however, within the framework of this program, their role has expanded to include promoting it through the Ministry of Foreign Affairs’ contact points in the countries concerned.
